Unlike the rest of the documents, the Country Email List Agreement on Socioeconomic Aspects and Agrarian Situation, signed in May 1996, was ambiguous and insufficient. Several factors influenced this, such as the vocation of the guerrilla Country Email List commanders to achieve a rapid understanding during the first year of President Arzú's government, as well as pressure from business groups so that this agreement would not affect property or the Country Email List tax structure. Added to this was the dissolution of the team of advisers from the insurgent command, which did not agree to sign such a lax document.
With this, the possibility of Country Email List establishing, at least on paper, a substantive solution to change the exclusive and concentrated economic model that remains in the country until today was lost. Finally, the Agreement on Strengthening Civil Power and the Army's Role in a Democratic Society, signed in September 1996, established the Country Email List effective reduction of the Army, both in terms of numbers and functions. In turn, under this agreement, the civil security entities were strengthened, including the National Civil Police and the intelligence Country Email List services. However, the change of powers for the Army in matters of internal security also required a constitutional reform.
With the signing of the agreement on Country Email List demilitarization, issues were pending that would allow the demobilization and democratic incorporation of the insurgency and fine-tune the mechanisms for its fulfillment: schedule, constitutional reforms Country Email List and electoral regime. But, already in the final stretch of the negotiation, it became known that the Organization of the People in Arms (ORPA) —one of the groups that make up the URNG— had kidnapped the matriarch of one of the main business groups in the country ( the Novela family, cement Country Email List monopolist) to collect a millionaire ransom.
